To Chinese Government Scholarship Students (hereafter referred to as scholarship students or simply, students):
根据中国国家留学基金委员会的相关文件规定，2024/2025学年上海理工大学中国政府奖学金管理须知如下，请遵照执行。学校有相关规定的，应同时遵照执行
In accordance with the relevant regulations of China Scholarship Council, the administrative rules of the Chinese Government Scholarship for the 2024/2025 academic year of University of Shanghai for Science and Technology are hereby announced as follows. Please strictly follow the rules and other rules made by the university if any.
一、 报到注册
Registtration
(一) 2024/2025学年所有到校报到的奖学金生，均需办理学籍信息注册手续。
All CSC students should complete online registration in the Chinese Government Scholarship Management Information System (hereinafter referred to as the Management System)
(二) 请奖学金生本人9月27日先行在中国政府奖学金管理信息系统（以下简称“管理系统”）中完成注册操作，学校将对学生注册信息进行审核和确认。
Scholarship students must register in the management system before September 27th. The university will review and confirm the student registration information.

If forgetting the CSC registration number or password, please draft an email to huakf@usst.edu.cn, providing your CSC registration number and request a password reset. In the module of basic information, if the passport number is wrong, scholarship students should inform the International Students Office of the International Exchange Office (hereinafter referred to as the International Students Office,or, ISO) to modify it in time; if any other information is incorrect, scholarship stScholarship students can apply for a change of major only once during their academic years.Students in independent enrollment program of the university can only change within the approved majors of the program.udents shall submit an application in the system after registration, application reviewed and update will be conduct by ISO . If anything wrong with the student status information, the ISO shall report to China Scholarship Council for examination and approval.
如奖学金生放弃来华或逾期未报到，学校将在管理系统中对未注册过学籍的学生确认放弃。
If the scholarship student does not enter China or fails to register within time limit, it will be recorded as student giving up in the management system.
三、 新生奖学金资格复查
Review of Freshmen Scholarship Qualification
对资格复查不合格的新生，不予注册。出现以下情况的，视作复查不合格，学校将上报国家留学基金委审核后，取消学生的奖学金资格：
Freshmen failing to pass qualification review shall not be registered. If any of the following circumstances occurs, students will be deemed to have failed the review, and the university will report to the China Scholarship Council for review and cancel the student's scholarship eligibility:
(一) 奖学金生本人与申请时提供的重要个人信息不符。
The scholarship student does not comply with some important personal information provided at application.
(二) 提供虚假学历证明、语言水平证明、录取通知书等材料。
Provide false diploma certificates, language proficiency certificates, admission letters，etc.
(三) 奖学金生实际健康状况与体格检查表记录信息或本人健康承诺不符。
The actual state of health of the scholarship student is not consistent with the information recorded in the medical examination form or the promise of his/her health.
(四) 同时享受中国各级政府和高校设立的其他奖学金资助。
Enjoy other scholarships set up by Chinese governments at all levels or by the university.
四、 生活费发放
Disbursement of Living Allowance
对于在境内正常学习的奖学金生及通过奖学金资格复查的新生，按规定逐月发放生活费。
Living allowance will be disbursed monthly to the scholarship students who are in normal study status in China and freshmen who pass the review of scholarship eligibility.
五、 学籍异动
Changes of study status
奖学金生录取后，原则上不得变更学校、类别、专业、授课语言、修业年限等学籍信息。确需变更的，学生须在规定的时间内通过管理系统提出申请并发邮件至huakf@usst.edu.cn通知申请内容，学校审核同意后报国家留学基金委审批。其中，专业变更、学生类别变更、授课语言变更、中文补习变更和转学申请集中受理时间为 2024年9月1日至10月15日，逾期不予受理。
In principle, scholarship students are not allowed to change school, student category, major, teaching language, length of study and other school status information after admission. If it is necessary to change, students should submit an application through the management system within the specified time and notify the application content by email to huakf@usst.edu.cn. After approval by the university, the application should be submitted to the China Scholarship Council for approval. Applications for change of major, change of student category, change of teaching language, change of Chinese tutoring and change of university will be accepted from September 1 to October 31, 2024. Applications will not be accepted after the deadline.
(一) 专业变更
Change of Major
1.奖学金生申请变更学习专业的，须经奖学金申请受理机构同意，并通过拟转入专业的语言能力及学术能力考核。除涉及修业年限变化外，原则上专业变更后奖学金期限不予变更。
Scholarship students who apply to change their major must obtain the approval of the scholarship assessment agency, and pass the language and academic ability examination of the desired major. In principle, except for length of study, the scholarship period shall not be changed after the change of major.
2. 奖学金生在学期间申请变更专业限一次；学校自主招生项目学生仅可在项目批复专业范围内调整。
Scholarship students can apply for change of major only once. Students in independent enrollment program can only apply for change of major within specified majors of the program.
3.预科生在读期间经考核达不到原录取专业学习要求的，经学校审核同意后，可变更预科培养类别和就读专业。
Preparatory students who fail to meet the learning requirements of the original admitted major during the period of study may change the preparatory training category and major after approval by the school.
(二) 修业年限变更
Change of duration of study period
奖学金生录取时确定的专业修业年限原则上不得变动。如有特殊原因确需变动的，学校应出具相关正式文件，并在规定期限内报国家留学基金委审批。
In principle, the duration of study period is not subject to change. If there are special reasons, the university should provide official documents and submit to the China Scholarship Council for approval.
(三) 学生类别变更
Change of student status
1.学历生申请提高学习层次的，须提交相应学历证明并通过相关学术考核；申请降低学习层次的，不予批准。
Students who apply to raise their study status must submit corresponding academic certificates and pass relevant academic examinations; an application to lower the study status shall not be approved.
2. 由学历生变更为进修生的，须征得本国驻华使馆或申请受理机构同意。
The change from degree pursuing students to visiting scholar must be approved by the embassy in China or the assessment agency.
3. 学校自主招生项目学生申请变更学生类别以各项目具体要求为准。
Change of student status is subject to specific requirements of each independent program.
(四) 授课语言变更
Change of teaching language
1.本科生授课语言须为中文，不得申请变更为英文或其他外语授课。
Teaching language of undergraduate program must be Chinese and should not be changed to English or other foreign languages.
2.原录取英文授课的研究生或进修生，经考核，其中文水平达到了奖学金申请条件，可申请变更为中文授课。
Postgraduates or visiting scholars who were admitted to be taught in English can apply for the shift to Chinese teaching language if their Chinese proficiency level meets the requirements of scholarship.
3.原录取中文授课的研究生或进修生，经学校考核，其英文或其他外国语水平符合相关专业学习要求的，可申请变更授课语言。
Postgraduates or visiting scholars who were originally admitted to be taught in Chinese can apply for the shift to English or other teaching language if their English or other foreign language proficiency meets relevant language proficiency requirements.
4.奖学金生在学期间授课语言变更仅限一次。
Teaching language can change once only during the study period.
(五)中文补习
Chinese tutoring
1. 原录取中文授课的学生，经测试中文水平未达到专业学习要求的，本科生可申请增加一年预科学习；研究生或进修生可申请增加一年中文补习。
If the Chinese language proficiency level of the students is not up to requirements of the major, the undergraduate students can apply for an additional one-year study in preparatory school. Postgraduates or visiting scholars may apply for an additional year of Chinese tutoring.
2.原录取英文授课的研究生或进修生，申请变更为中文授课后，其中文水平未达到学习要求的，可申请增加一年中文补习。
When postgraduates or visiting scholars who were originally enrolled in program delivered in English apply to change to program delivered in Chinese, and their Chinese language proficiency does not meet the relevant language proficiency requirements, they can apply for an additional year of Chinese tutoring.
3.经过一年预科学习或中文补习后，已通过预科结业考试或达到中文补习院校考核要求（最低四级），但中文水平仍未达到专业学习要求的学生（原则上，中文水平须达到专业学习要求水平低一级，即：要求HSK四级的须达到三级水平，要求五级的须达到四级水平，要求六级的须达到五级水平），可申请增加一年中文补习奖学金资助。未达到以上原则要求的，可申请自费增加一年中文补习，期间奖学金资格予以保留。两年中文补习后仍未达到入学要求的，取消奖学金资格。
Students who, after one year of preparatory study or Chinese remedial classes, passed graduation exam or final assessment while have not yet met the baisc requirements of language proficiency for major studies (in principle, one level below,i.e., having achieved HSK level 3 while HSK Level 4 is required for major study, having achieved HSK level 4 while HSK Level 5 is required for major study, and having achieved HSK level 5 while HSK Level 6 is required for major study) may apply for an additional one year scholarship-supported Chiniese tutoring. Those who do not meet above requirements can apply for an additional year of Chinese tutoring at their own expense, while retaining scholarship qualification. Students who fail to meet the admission requirements after two years of Chinese tutoring will be disqualified from the scholarship.
4. 录取时尚未获得、但入学后出具了符合入学标准的中文水平证明的学生，经学校测试达到专业学习要求的，可申请取消中文补习或预科学习。
Students who have not obtained the certificate of Chinese proficiency that meets the admission standards at the time of admission, have obtained the certificate of Chinese proficiency after admission, and also passed the qualification test of the university, can apply for cancellation of Chinese remedial study or preparatory study.
5. 录取时授课语言为中文的研究生或进修生，申请变更为英语或其他外国语授课的，经学校测试达到专业学习要求的，其中文补习安排将予以取消。
For postgraduates or visiting scholars applying to change teaching language from Chinese to English or other foreign languages,and the language proficiency meet the requirement of major study, Chinese tutoring will be cancelled.
(六)奖学金期限延长
Extension of scholarship
1.本科生和硕士研究生的奖学金期限原则上不予延长。
In principle,the duration of the scholarship for undergraduate and postgraduate students shall not be extended.
2. 博士研究生如已通过奖学金年度评审、开题报告和中期审核，可通过学校在规定日期前（通常在五月，学校将发布正式通知）向国家留学基金委提出延长奖学金期限申请，获得批准后方可延长，奖学金期限最多延长一年。
Doctoral candidates that have passed the annual audit of scholarship, have research proposal approved and succeeded in mid-term review can apply to the China Scholarship Council for extension of the scholarship period with the help of the university before a specified date (usually in May, the university will issue a formal notice). The scholarship period can be extended one year at most after approval from the China Scholarship Council is obtained.
(七)转学
1. 原则上奖学金生应该在被录取学校完成学业。学生因学校培养条件改变等非本人原因需要转学，或因气候原因患病需转入其他地区就读的，可申请转学，学校应提供相关证明材料，医院诊断证明须由三甲医院出具。有下列情形之一，不得转学：
In principle, scholarship students should complete their studies at the admitted school. Students who need to transfer to another university due to changes in teaching conditions or reasons other than of their own, or who suffer from illness due to climate reasons and need to transfer to other regions, can apply for transfer. The university should provide relevant proof materials, and the medical certificate must be issued by a 3A hospital. Transfer will not be approved under any of the following circumstances:
（1）入学未满一学期或毕业前一年的；
Students have not completed one semester or one year before graduation.
（2）由低学历层次转为高学历层次的；
Students change from low educational level to high educational level.
（3）拟转入或转出学校任何一方不同意其转学的；
Any one of the out-transfer or receiving universities disagrees.
（4）系高校自主招生项目录取的；
Students were admitted through the independent enrollment program.
（5）无正当转学理由的。
Students do not have adequate reasons.
2. 奖学金生应在规定时间内提出申请，学校审核通过后出具同意转出函，转入院校由学生自行联系并获得同意转入函。研究生还需经拟转入专业导师同意。
Scholarship students should apply within prescribed time, and the university will issue a letter of consent after review. Students should contact the desired university by themselves to get the letter of consent. Approval from supervisor is required for graduate students.
3. 奖学金生须经本国驻华使馆或申请受理机构同意，并经国家留学基金委审核批准后，方可转学。转学后奖学金期限不予延长。奖学金资助期间限转学一次。
Scholarship students can transfer to another university after getting the approval from the embassy of their home country in China or the application receiving agency, as well as the review and approval of the China Scholarship Council. The scholarship period will not be extended after transfer. Students can transfer once during the scholarship period.
(八) 休学、复学
Suspension and resumption of schooling
1.奖学金生在学期间申请休学的，应向留学生办公室提交休学申请表， 表格模板见https://iso.usst.edu.cn/2025/0110/c9514a333998/page.htm。经审核同意后，留学生办公室于学生休学前两周内报国家留学基金委备案。休学时间原则上最长一年，休学期间奖学金暂停。
Study suspension application should be submit to international student office,form of which in link https://iso.usst.edu.cn/2025/0110/c9514a333998/page.htm. The university will review and submit it to the China Scholarship Council for record within two weeks prior to the suspension upon the approval of the university. In principle, the suspension period is one year at most, during which the scholarship will be suspended.
2.休学后申请复学的学生，应在休学期满一个月前向留学生办公室提交复学申请表，并且到校后立即告知留学生办公室， 表格模板见https://iso.usst.edu.cn/2025/0110/c9514a333998/page.htm。经审核同意后，留学生办公室于学生到校两周内报国家留学基金委备案，复学后奖学金期限顺延。
Study resumption application should be submit to International Student Office one month before the end date of approved suspension period, form in link https://iso.usst.edu.cn/2025/0110/c9514a333998/page.htm. The application will be reviewed by the university and then submitted to the China Scholarship Council for record within two weeks after the students come back to university. The scholarship period will be extended accordingly after the resumption of study.
3.严禁事后补办休学手续。
It is strictly prohibited to make up for the suspension procedure afterwards.
六、奖学金评审
Scholarship annual audit
1.学校须按照国家留学基金委发布的有关工作通知完成奖学金年度评审工作，通常在春季学期（四月间）发出正式通知。
The annual scholarship review should be completed in accordance with the work notice issued by the China Scholarship Council, which is usually issued in the spring semester (in April).
2.奖学金年度评审合格的学生，方可获得2025/2026学年奖学金资助。无故不参加年度评审的，将取消奖学金资格。
Students who pass the annual audit will be eligible for the 2025/2026 scholarship. Those who do not participate in the annual audit without ample reason will be disqualified for the scholarship.
3.对于行为表现已达到中止或取消奖学金条件的学生，学校将及时报国家留学基金委，并依据评审办法予以处理。
Students who did not behave and have met the conditions of suspension of scholarship or cancellation of scholarship will be reported without delay to China Scholarship Council and will be dealt with according to the annual audit methods.
