Shanghai Municipal Government Scholarship for International Students
Ⅰ. Types of scholarship and who shall apply
Type A (full-ride scholarship)
It is granted to excellent international students who will apply for Master/Doctorate degree program at USST
Type B / B+ or B Plus (partial scholarship)
It is granted to excellent international students who will apply for Bachelor/Master/Doctorate degree program at USST
Ⅱ. The scholarship category contains:
Type A (full-ride scholarship)
Students who are granted the type A scholarship will be exempt from tuition, International Students Apartment Fees on the campus and comprehensive medical insurances, monthly allowance/stipend included.
Type B (partial scholarship)
Students who are granted the type B scholarship will be exempt from tuition and comprehensive medical insurances.
Type B+/B Plus (partial scholarship)
Students who are granted the type B+/B Plus scholarship will be exempt from tuition, comprehensive medical insurances and International Students Apartment Fees on the campus.

Type A (full-ride scholarship)
Application of type A will be processed by the university from JAN. 1st to 30th April, 2025.

2. Notarized copies and Chinese or English translations of your highest education certificate, including graduation and degree certificates. Verification letter from school or employer should be provided if the applicants are students or employed. 3. Notarized official transcripts of study records in Chinese or English. Chinese or English translations of the transcripts should be notarized too.

6. Copy of Chinese language proficiency test result of new HSK 4 or above (for students will take programs taught in Chinese only);
*Applicants for Chinese-taught programs must provide a valid Chinese Proficiency Test (HSK-4) certificate.
*The HSK examination period is between August 31, 2023, and August 31, 2025, with a total score of 180 points or higher.
*If the applicants have successfully completed their studies at a Chinese university and obtained the degree taught in Chinese medium, there is no need to submit an HSK certification.
7. Students who apply for art programs should provide their works;
8. Copy of valid passport. (at least 6 months validity before your application)
9. Guardian's Letter of Guarantee is required for applicants under 18 years old.

12. PHYSICAL EXAMINATION RECORD FOR FOREIGNER / Blood Test
13.Passport-sized Photo;
*Photo format: Color standard passport photo, with a file size not exceeding 200kb, and supporting image formats of *.jpg,*.jpeg,*.png. Pixel dimensions should be larger than 295*413;
*the photograph must not be more than 6 months old;
14.Uploading Short Video (Include brief introduction,academic background and study plan at USST, etc, format: Flv, mp4 or avi; Medium of Language: depends on the Medium of Instruction of your major, video size: 30M to 80M)
15. Non-crime Proof (Issued within past 5-6 months);
-Issued within past 5-6 months;
-For students currently enrolled in educational institutions in China, necessary paperwork is typically obtained from the local Notary Service Center valid for 3 months;
-For applicants residing outside of China, the documentation is commonly issued by local law enforcement agencies (local police departments), and the English versions of these certificates may include terms like Police Record, Police Character Certificate, Police Clearance Certificate, etc.;
16. Award certificates ( if any);

Please note:
The result of SGS A or B application will be announced via email and Wechat. Admitted students must bring the Original Copies to register on the dates listed on the admission letter.
The enrollment will be canceled without providing the relevant ORIGINAL certificates then.

Please note:
Currently, international students enrolled in Undergraduate, Master's, or Doctorate programs at other higher education institutions, and maintain the status of currently enrolled, are ineligible to apply for our degree programs. If applicants submit fraudulent documentation during the application process, we will take immediate action by disqualifying their application upon discovery.
Ⅳ. About Visa for Study in China and Registration Formalities of Scholarship Winner
1. Visa for study in China
The winners of Scholarship type A and type B who directly come to Shanghai from abroad should apply for the student visa (for students who will study for over 6 months, “X” visa should be applied) to the Chinese embassy or consulate in their country with original and copy of Admission Notice, Visa Application for Study in China (JW201/JW202), Foreigner Physical Examination Form, Scholarship Award Notice and valid passport.

2. Registration
If any scholarship winner fails to register within the time limit without the permission of the institution, he/she will be regarded as giving up the admission and the scholarship.
3. Health certificate and residence permit
*Students with scholarship should bring along Foreigner Physical Examination Form and go to the Shanghai Entry-exit Inspection and Quarantine Bureau International Travel Health Center for verification. If they do not have health verification from the center, they should take physical examination till they receive a Health Certificate from the said center. Anyone who refuse the physical examination or enter China with certain diseases that will be rejected as regulated by the Chinese laws and regulations will be requested to leave China within limited days and the scholarship will be canceled accordingly. The relevant expense is on the said students. The lodging and living allowance funds from Scholarship A will be stopped from that month.
*Students with scholarship should apply for the Residence Permit to the Exit-Entry Bureau of Shanghai Police Station within 30 days from the date they enter China.
*Please go through all the procedures of registration to the institution and apply within thirty days of arrival for the residency permit to the local police authority.
*Please make health check reservation at least one month before your arrival in Shanghai (website for reservation: https://online.shhg12360.cn/sithc/)and reservation is not necessary for students as followed:
a. holding a valid residence permit
b. holding a residence permit expired more than 3 months ago

【Eligibility】
Applicants should be non-Chinese citizens.
- be a citizen of a country other than the People’s Republic of China, and be in good health both mentally and physically.
- be a bachelor’s degree holder under the age of 35 when applying for master’s programs;
- be a master’s degree holder under the age of 40 when applying for doctoral programs;
- have acquired the Chinese proficiency of HSK Level 4 when applying for Chinesetaught master’s or doctoral programs;
- meet the admission requirements of the applied universities in terms of academic ability, language proficiency and other relevant criteria.

【Application Documentation List】
1. Application Form for Chinese Government Scholarship (filled in Chinese or in English) Submit personal information online (http://www.campuschina.org/), and then generate an electronic application form accordingly
2. Copy of Passport Home Page(Particulars Page):
Applicant shall submit a clear scanned copy of his/her ordinary passport with validity later than September, 2025.
If the validity of the applicant’s current passport does not meet the requirement (meaning the passport expires before September 2025), please apply for a new passport before submitting the application;
3. Notarized highest diploma.
Prospective diploma winners must submit official proof of student status by their current school. Documents in languages other than Chinese or English must be attached with notarized Chinese or English translations;
4. Academic transcripts (from the undergraduate program onwards).
Copies of academic records from first to last semester during the undergraduate, graduate (if any), and doctoral programs (if any) shall be provided. These transcripts shall be issued and sealed by the attending university’s academic affairs office, graduate school, or student management department. They can be in Chinese or English, but must be attached with notarized English translations if they are in foreign languages other than English;
5. A study plan proposal. The Plan written in Chinese or English shall contain more than 1,000 characters or words; the proposal of a doctoral student shall be signed by the applicant’s Chinese supervisor;
6. Recommendation letters:
Two letters of recommendation (written only in Chinese or English) from professors or associate professors shall be submitted. These letters shall describe the applicant’s objectives of learning in China, comprehensive abilities, and evaluation of future growth, as well as the cooperation between the supervisors or the exchange between universities both in China and abroad;
7. Copy of valid Foreigner's Physical Examination Record/Form. (the original copy shall be kept by the applicant)
A photocopy of the Foreigner Physical Examination Form completed in English (the original copy shall be kept by the applicant).
The form is designed by the Chinese quarantine authority and can be obtained from the dispatching authority.
The physical examinations must cover all the items listed in the Foreigner Physical Examination Form. Incomplete records or those without the signature of the attending physician, the official stamp of the hospital, or a sealed photograph of the applicants are invalid.
Please select the appropriate time to take a physical examination as the result is valid for only 6 months.
8. HSK Chinese Proficiency Proof
*Applicants for Chinese-taught programs must provide a valid Chinese Proficiency Test (HSK-4) certificate.
*If the applicants have successfully completed their studies at a Chinese university and obtained the degree taught in Chinese medium, there is no need to submit an HSK certification.
9. Certificate of Non-Crime Proof/Record. (ISSUED within last 5-6 months)
The applicant shall submit a valid certificate of Non-Criminal Record issued by the local public security authority, usually issued within 6 months prior to the submission date of the application.
10. Example of art.
To apply for majors related to art or design, applicants could submit their own works through “Example of Art/Other Supporting Documents” in the system. Applicants could also provide such materials to the applied universities directly in other ways;
11.Pre-admission documents. (Please contact ISO for more information at fso@usst.edu.cn)
(1) Pre-admission documents issued by the Chinese university of preference, including an official admission letter, a pre-admission letter, or an invitation letter from a prospective supervisor recognized by the department of international students admission at Chinese universities. The pre-admission letter or official invitation letter shall be printed on the special-purpose letter of the desired Chinese university and issued and sealed by the university’s international students admission office;
(2) The enrollment letter or invitation letter shall contain the following information (in Chinese or English):
a. Applicant information: full name, nationality, date of birth, name of the university last attended, and others;
b. Academic status in China: graduate student or doctoral student;
c. Projected time of staying in China. The study timeline shall be made clear, and the time of enrollment shall be no earlier than September 2024;
d. Information of the applicant’s Chinese supervisor (if any);
e. Descriptions of the applicant’s studies or research in China;
f. Language taught in courses (Chinese or English);
g. The supervisor-issued invitation letter shall be sealed by the department of international students admission and accompanied by the signature and contact information of the head of the department.

Reminder 1:
Uploaded supporting documents must be clear, authentic and valid. Applicants are recommended to use a professional device to scan the relevant documents. Applicants shall bear the consequences caused by unclear or unidentifiable uploaded materials.

Reminder 3:
Each applicant is limited to submitting only one Type B application per academic year. Applicants are required to designate one university as their Type B application if they have more than one university of interest. The Type B application that is submitted will be considered as the applicant's final selection of university.
Reminder 4:
Chinese government scholarship recipients are prohibited from receiving additional scholarships from different levels of the Chinese government and educational institutions (excluding one-time rewards). If this is discovered, the eligibility for the Chinese government scholarship will be revoked, and the scholarship funds received must be returned. Individuals who intentionally hide their sponsorship situation will not only have their eligibility revoked but will also be banned from applying for Chinese government scholarships for a period of three years.
