In accordance with the relevant regulations of China Scholarship Council, the administrative rules of the Chinese Government Scholarship for the 2022/2023 academic year of University of Shanghai for Science and Technology are hereby announced as follows. Please follow them.
根据中国国家留学基金委员会的相关规定，现就2022/2023学年上海理工大学中国政府奖学金管理细则公布如下，请遵照执行。
1、 Return to USST campus
入境返校
（1） All overseas scholarship students, including those admitted in 2020 and 2021 with retained qualifications and those who have suspended their studies due to COVID-19, should report their intention to return to Hujiang College.
所有境外奖学金生，包括 2020、2021年录取的保留资格学生和因疫情原因休学的学生都应向沪江学院汇报返校意愿。
（2） In principle, scholarship students should enter China and return to school before August 31, 2023. Those who are unable to return to school should submit a written explanation to Hujiang College before mid-March, 2023. Preppy students who do not participate in online teaching should register in China before the start of the fall semester.
原则上，奖学金生应于2023年8月31日前入境返校，对于确有困难无法返校的，须在2023年3月中旬以前向沪江学院提交书面说明情况。未参与线上教学的预科生应于秋季学期开学前来华报到。
（3） Scholarship students shall comply with the relevant regulations of China on epidemic prevention and control. Those who refuse to comply with relevant regulations or seriously violate the epidemic prevention policy during the period of entry and return to school will be disqualified.
奖学金生应自觉遵守中国的相关疫情防控管理规定，对于在入境返校期间拒不遵守相关要求或严重违反防疫政策的，奖学金资格将被取消。
2、 Registration
报到注册
（1） All scholarship students who are able to participate in online or offline teaching during the 2022/2023 academic year are required to register their student status.
所有能够于2022/2023学年正常参与线上或线下教学的奖学金生，均须办理学籍信息注册。
（2） Scholarship students are required to complete the registration in the Chinese Government Scholarship Management Information System (hereinafter referred to as the Management System) from September 1st to September 20th. The University will review and confirm the student registration information.
秋季报到注册须由奖学金生本人9月1日至9月20日先行在中国政府奖学金管理信息系统（以下简称“管理系统”）中完成注册操作，学校将对学生注册信息进行审核和确认。
Scholarship students must register in the management system from March 1st to March 30th. The university will review and confirm the student registration information..
春季报到注册也须由奖学金生本人于3月1日至3月30日先行在管理系统中完成注册操作，学校将对学生注册信息进行审核和确认。

The corresponding teaching method (online/offline) should be selected at the time of registration. Online refers to scholarship students taking online courses overseas, and offline refers to scholarship students taking online or offline courses in China. If the passport number is wrong in the basic information, scholarship students can inform the International Students Office of the International Exchange Office (hereinafter referred to as the International Students Office) to modify it in time; If any other information is incorrect, scholarship students shall submit an application for information change through the management system after registration, and the university will revise the application in the system after review. If the student status information is wrong, the International Student Office shall report it to the China Scholarship Council for examination and approval through the management system according to relevant regulations.

For the 2022 freshmen who cannot enter the country and do not meet the requirements of online study, and the 2020 and 2021 scholarship students who have applied for the retention qualification, they should confirm with Hujiang College whether they still intend to come to China. With the approval of Hujiang College, the scholarship qualification can be temporarily retained until the end of August 2023. Preparatory students who do not participate in online teaching should, in principle, register in China before the fall semester of 2023/2024 academic year. Old students who are unable to participate in teaching should apply for suspension.
对暂无法入境且不具备线上学习条件的2022级新生及2020级和2021级已申请保留资格的奖学金生，应向沪江学院确认是否仍有来华意愿，经学校同意后奖学金资格可暂保留至2023年8月底。未参与线上教学的预科生，原则上应于2023/2024学年秋季学期前来华报到；无法参与教学的老生应申请休学。
If the scholarship student gives up the opportunity studying in China or fails to register within the time limit, USST will confirm waive in the management system.
如奖学金生放弃来华或逾期未报到，学校将在管理系统中对未注册过学籍的学生确认放弃。
3、 Review of Freshmen Scholarship Qualification
新生奖学金资格复查
New students who fail to pass the qualification review shall not be registered. Overseas students registered online will be eligible for the Chinese Government scholarship only after they have registered on campus and passed the scholarship eligibility review. If any of the following circumstances occurs, the student will be deemed to have failed the re-examination, and the university will report to the China Scholarship Council for review and cancel the student's scholarship eligibility:
未通过资格复查的新入学学生，应不予注册。对于线上注册的境外新生，待到校报到并通过奖学金资格复查后，方可获得中国政府奖学金资格。出现以下情况的，视作复查不合格，学校将上报国家留学基金委审核后，取消学生的奖学金资格：
（1） The scholarship student does not comply with the important personal information provided on application.
奖学金生本人与申请时提供的重要个人信息不符。
（2） Provide false education certificates, language proficiency certificates, admission letters and other materials.
提供虚假学历证明、语言水平证明、录取通知书等材料。
（3） The actual state of health of the scholarship student does not correspond to the information recorded on the medical examination form or to the promise of his/her health.
奖学金生实际健康状况与体格检查表记录信息或本人健康承诺不符。
（4） Enjoy other scholarships set up by Chinese governments at all levels and universities.
同时享受中国各级政府和高校设立的其他奖学金资助。
4、 Disbursement of Living Allowance
生活费发放
According to the relevant administrative regulations of the Ministry of Education during the period of epidemic prevention and control, the living allowance of scholarship students will be granted according to the following measures:
根据疫情防控期间教育部相关管理规定，奖学金生生活费按以下办法发放：
（1） Lliving allowance will be granted to the students who are enrolled in the school and participate in the teaching of the school and the new students who pass the review of scholarship eligibility.
对于在境内正常注册入学并参与学校教学的继续在读学生及通过奖学金资格复查的新生，按规定正常发放生活费。
（2） For the former students who have returned to China and can guarantee the normal academic progress and pass the academic examination,. their living allowance will be paid after they return to school, and their living allowance during the overseas study period will be refunded
对于已入境返校的往届学生，能够保证正常学业进度并通过学业考核的，其生活费自返校报到后开始发放，同时补发其境外在学期间的生活费。
（3） For former students who cannot return to school from abroad, they should participate in online teaching according to the requirements of the school, ensure the normal academic progress and pass the academic examination. Their living allowances will be refunded after they return to school. In case of real living difficulties, 50% of the living allowance will be paid every month from the month of application after the application is submitted and approved by the school, and the rest will be paid after returning to school. For those who graduate out of China normally, the university will reimburse the living allowance during their study in one lump sum
对于在境外无法返校的往届学生，应按照学校要求参与线上教学、保证正常学业进度并通过学业考核，其生活费待返校报到后补发；确存在生活困难的，经学生提出申请并由所在学校批准后，自申请之月起每月发放50％的生活费，其余待返校报到后补发；在境外正常毕业的，由学校一次性补发其在学期间生活费。
（4） For students who have not yet come to China (including students of Grade 2020, 2021 and 2022), the living allowance will be paid after they have registered in China and passed the review of scholarship eligibility. Living allowance will not be granted to those who have completed their studies or graduated out of China.
对于尚未来华的学生（包括2020、2021和2022级入学的学生），在正常来华报到并通过奖学金资格复查后开始发放生活费；在境外完成学业或毕业的，生活费不再发放。
5、 Changes of study status
学籍异动
Scholarship students are generally not allowed to change the school, study level, study major, teaching language, length of study and other school status information after admission. If it is necessary to change, students should submit an application through the management system within the specified time and notify the application content by email to huakf@usst.edu.cn. After approval by the university, the application should be submitted to the China Scholarship Council for approval. Applications for change of major, change of student category, change of teaching language, change of Chinese tutoring and change of school transfer will be accepted from September 1 to October 15, 2022. Applications will not be accepted after the deadline.
奖学金生录取后，一般不得变更学校、学习层次、学习专业、授课语言、修业年限等学籍信息。确需变更的，学生须在规定的时间内通过管理系统提出申请并发邮件至huakf@usst.edu.cn通知申请内容，经学校审核同意后报国家留学基金委审批。其中，专业变更、学生类别变更、授课语言变更、中文补习变更和转学申请集中受理时间为 2022年9月1日至10月15日，逾期不再接受申请。
（1） Change of Major
专业变更
1. Scholarship students who apply to change their major during their study period must obtain the approval of the Chinese Embassy in China or the scholarship application accepting agency, and pass the language and academic ability examination of the major transferred to. In principle, the scholarship period shall not be changed after the change of major, except for the change of the length of study.
奖学金生在学期间申请变更学习专业的，须经本国驻华使馆或奖学金申请受理机构同意，并通过转入专业的语言能力及学术能力考核。除涉及修业年限变化外，原则上专业变更后奖学金期限不予变更。
2. Scholarship students can apply for a change of major only once during their academic years.
奖学金生在学期间申请变更专业限一次。
（2） Student category change
学生类别变更
1. Students with academic qualifications who apply to improve their study level must submit corresponding academic certificates and pass relevant academic examinations; An application for lowering the learning level shall not be approved
学历生申请提高学习层次的，须提交相应学历证明并通过相关学术考核；申请降低学习层次的，不予批准。
2. The change from academic students to advanced students must be approved by the embassy in China or the application accepting agency.
由学历生变更为进修生的，须征得本国驻华使馆或申请受理机构同意。
3. The specific requirements of each independent program shall prevail for students applying to change the student category.
学校自主招生项目学生申请变更学生类别以各项目具体要求为准。
（3） Change of teaching language
授课语言变更
1. The teaching language of undergraduate students must be Chinese and cannot be changed to English or other foreign languages.
本科生授课语言须为中文，不得申请变更为英文或其他外国语授课。
2. Postgraduates or advanced students who were originally admitted to teach in English can apply for changing to teach in Chinese if their Chinese proficiency level meets the requirements of scholarship application after assessment.
原录取英文授课的研究生或进修生，经考核，其中文水平达到了奖学金申请条件，可申请变更为中文授课。
3. Postgraduates or advanced students who were originally admitted to teach in Chinese can apply for changing the teaching language if their English or other foreign language level meets the learning requirements of relevant majors after assessment.
原录取中文授课的研究生或进修生，经考核，其英文或其他外国语水平符合相关专业学习要求的，可申请变更授课语言。
4. Scholarship students can only change the teaching language once during the study period.
奖学金生在学期间授课语言变更仅限一次。
（4）Remedial of Chinese language ability
中文补习
1. If the Chinese language level of the students is not up to the requirements of the major, the undergraduate students can apply to transfer to the preparatory school for an additional year of preparatory study. Postgraduates or advanced students may apply for an additional year of Chinese language study at the University or other scholarship institutions.
原录取中文授课的学生，经测试中文水平未达到专业学习要求的，本科生可申请转到预科院校增加一年预科学习；研究生或进修生可申请在本校或其他奖学金院校增加一年中文补习。
2. Postgraduates or advanced students who were originally enrolled in English courses and apply to change to Chinese courses, but their Chinese level does not meet the learning requirements, can apply for an additional year of Chinese tutoring.
原录取英文授课的研究生或进修生，申请变更为中文授课后，其中文水平未达到学习要求的，可申请增加一年中文补习。
3. Students who, after one year of preparatory study or remedial Chinese study, have not yet met the requirements of their major studies (in principle, their Chinese proficiency must be one level below the requirements of their major studies, i.e., level 3 for HSK Level 4, level 4 for HSK Level 5, and Level 5 for HSK level 6) may apply for an additional one year Chinese proficiency scholarship. Those who do not meet the above requirements can apply for one additional year of Chinese tutoring at their own expense, during which the scholarship qualification will be retained. Students who still fail to meet the admission requirements after two years of Chinese tutoring will be disqualified from the scholarship.
经过一年预科学习或中文补习后，中文水平仍未达到专业学习要求的学生（原则上，中文水平须达到专业学习要求水平低一级，即：要求HSK四级的须达到三级水平，要求五级的须达到四级水平，要求六级的须达到五级水平），可申请增加一年中文补习奖学金资助。未达到以上原则要求的，可申请自费增加一年中文补习，期间奖学金资格予以保留。两年中文补习后仍未达到入学要求的，取消奖学金资格。
4. Students who have not obtained the certificate of Chinese proficiency that meets the admission standards at the time of admission but have issued the certificate of Chinese proficiency after admission, and have met the requirements of professional learning after the school test, can apply for cancellation of Chinese remedial study or preparatory study.
录取时尚未获得、但入学后出具了符合入学标准的中文水平证明的学生，经学校测试达到专业学习要求的，可申请取消中文补习或预科学习。
5. For postgraduates or advanced students whose teaching language is Chinese at the time of admission, and who apply to change the teaching language to English or other foreign languages, their Chinese tutoring arrangement will be cancelled after the school tests meet the requirements for professional learning.
录取时授课语言为中文的研究生或进修生，申请变更为英语或其他外国语授课的，经学校测试达到专业学习要求的，其中文补习安排将予以取消。
（5） Extension of scholarship
奖学金期限延长
1. The duration of the scholarship for undergraduate and postgraduate students shall not be extended in principle.
本科生和硕士研究生的奖学金期限原则上不予延长。
2. Doctoral candidates who have passed the annual review, proposal report and mid-term review can apply to the National Scholarship Council for extension of the scholarship period through the university before the specified date (usually in May, the university will issue a formal notice). The scholarship period can be extended after the approval is obtained. The scholarship period can be extended for a maximum of one year
博士研究生如已通过奖学金年度评审、开题报告和中期审核，可通过学校在指定日期前（通常在五月，学校将发布正式通知）向国家留学基金委提出延长奖学金期限申请，获得批准后方可延长，奖学金期限最多延长一年。
（6） Transfer
转学
1. Students who are unable to continue their studies at their original institution due to their major, supervisor or research direction may apply for a transfer.
因专业、导师或研究方向等原因无法在原录取院校继续学习的学生，可申请转学。
2. The students who apply for transfer to another school can only transfer to another school after obtaining the approval of the transferring institution, the embassy of their home country in China or the application accepting agency, as well as the review and approval of the China Scholarship Council. The scholarship period will not be extended after transfer.
申请转学的学生须通过转出、转入院校及本国驻华使馆或申请受理机构同意，并经国家留学基金委审核批准后，方可转学。转学后奖学金期限不予延长。
3. In principle, students of independent enrollment programs are not allowed to transfer, and students of other programs are only allowed to transfer once during their study.
原则上，自主招生项目学生不得转学，其他项目学生在学期间转学仅限一次。
（7） Suspension and resumption of schooling
休学、复学
1. Scholarship students should submit a suspension to the university during their studies, and the university will review the suspension and submit it to the China Scholarship Council for record. In principle, the suspension period is one year at most (except for students who cannot come to China due to practical difficulties), during which the scholarship will be suspended.
奖学金生在学期间向学校提出休学，学校审核后报国家留学基金委备案。休学时间原则上最长一年（因实际困难无法来华的学生除外），休学期间奖学金暂停。
2. Students who apply to resume study after suspension shall be reviewed by the school and submitted to the China Scholarship Council for record. Students should apply to the school to resume their studies one month before the suspension expires. The scholarship period will be extended after the resumption of study.
学生休学后申请复学，学校审核后报国家留学基金委备案。学生应在休学期满一个月前向学校提出复学申请。复学后奖学金期限顺延。
（8） Expulsion and withdrawal
开除学籍和退学
1. Scholarship students who wish to withdraw from school for personal reasons shall be examined by the university and reported to the China Scholarship Council for record.
奖学金生因个人原因提出退学，须经学校审核后报国家留学基金委备案。
2. Prior to any decision to withdraw or expel a scholarship student, the school must report to the National Scholarship Council for approval l.
学校在对奖学金生作退学处理或开除学籍决定之前，须报国家留学基金委同意。
6、 Scholarship evaluation
奖学金评审
1. The annual scholarship review will be completed in accordance with the work notice issued by the National Scholarship Council, which is usually issued in the spring semester (April).
学校将按照国家留学基金委发布的有关工作通知完成奖学金年度评审工作，通常在春季学期（四月间）发出正式通知。
2. Students who pass the annual audit will be eligible for the 2023/2024 scholarship. Those who do not participate in the annual audit without reason will be disqualified for the scholarship.
奖学金年度评审合格的学生，方可获得2023/2024学年奖学金资助。无故不参加年度评审的，将取消奖学金资格。
3. Students whose behavior has met the conditions of suspension or cancellation of scholarship will be reported to the National Scholarship Council and will be dealt with according to the annual audit methods.
对于行为表现已达到中止或取消奖学金条件的学生，学校将报国家留学基金委，并依据评审办法予以处理。
