Notice on the 2026 USST Annual Review of Chinese Government Scholarship and on
Application of Doctoral Students for Extending Scholarship Duration
根据国家留学基金委《关于做好2026年中国政府奖学金年度评审工作的通知》以及《关于2026年博士生申请延长奖学金资助期限有关工作的通知》，学校即日开展2026年上海理工大学中国政府奖学金年度评审。
The University of Shanghai for Science and Technology( USST) hereby initiates the 2026 annual review of the Chinese Government Scholarship in accordance with the China Scholarship Council's Notice on the 2026 Annual Review of the Chinese Government Scholarship and the Notice on Applications of Doctoral Students for Extending the Scholarship Duration in 2026.
一、参评学生范围
I. Scope of Students Participating in the Review
（一）原则上2026年9月之后将继续享受中国政府奖学金的学生（名额性质为计划内），包括无法按原奖学金计划于2026年7月毕业的或由于休复学奖学金延期到2027年1月但无法按计划在2027年1月毕业的、拟申请延期的博士生。
(I) Students who will, in theory, continue to enjoy Chinese Government Scholarship after September 2026 (within the planned quota), such as those who are unable to graduate duly by July 2026 or whose scholarship has been extended to January 2027 due to a suspension and resumption of studies, thus will apply for an extension.
（二）2025年奖学金评审不合格被中止奖学金资格拟申请恢复奖学金的学生须参评。
(II) Students whose scholarship were suspended due to failing the 2025 annual review but willing to apply for restoration of scholarship, must participate in this review.
二、评审工作流程
II. Review Procedures
（一）学校确定参评学生名单。
(I) The university determines the list of students participating in the review.
（二）学生4月23日前通过CSC号登录信息系统studyinchina.csc.edu.cn，进入“奖学金年度自评”，首先填写“中国政府奖学金院校评估问卷”，然后完成自评信息和上传附加成绩单和其他可选材料，点击“提交”。（自评内容参见附件1）。
(II) Before April 23, students log in to the system (studyinchina.csc.edu.cn) using their CSC number, enter the “Scholarship Annual Self-Assessment” section, complete the “Chinese Government Scholarship Institutional Evaluation Questionnaire,” fill in the self-assessment information, upload supplementary transcripts and other optional material, then click “Submit.” (See Appendix 1 for details.)
（三）各专业学院完成《导师评审意见和打分表》（附件2）。
(III) Each school/department completes the “Supervisor Review Comments and Scoring Form” (Appendix 2).
（四）沪江学院根据学生的道德品行、学习成绩、学习/科研态度、活动表现四方面情况，对每名学生进行定量打分，并做定性评价，出具初审意见。
(IV) Hujiang College conducts quantitative scoring and qualitative evaluation for each student based on moral conduct, academic performance, study/research attitude, and activity participation, and issues a preliminary review opinion.
（五）校奖学金评审小组集中评审，审定学校评审意见和建议。
(V) The university scholarship review panel shall conduct a centralized review and finalize the university’s review opinions and recommendations.
（六）学校将评审结果形成校级文件并上报国家留学基金管理委员会。8月上旬国家留学基金委下达评审结果的通知，由国际交流处（留学生办公室）网上发布，见iso.usst.edu.cn通知公告栏。
(VI) The university shall compile the review results into a university-level official document and submit it to the China Scholarship Council. In early August, the China Scholarship Council will issue an official notice on the review results, which will be published online by the International Affairs Office (International Students Office) in the Notice & Announcement column of iso.usst.edu.cn.
三、评审内容及定量打分细则

研究生类 Graduate students | 一年级下学期参加年审时，要求第一学期完成培养方案规定总学分要求的一半，硕士研究生不低于15分，博士研究生不低于8分； First-year students undergoing annual review in their second semester shall complete at least half of the total required credits specified in the program curriculum for the first semester. Master’s students shall earn no fewer than 15 credits, and Doctoral students no fewer than 8 credits.
二年级下学期或以后参加年审时，应已完成培养方案规定的学分要求，通过学位论文开题；博士生申请奖学金延期的，应已完成培养方案规定的学分要求、通过学位论文开题和中期考核，进入论文研究阶段。 Students undergoing annual review in the second semester of their second year or later shall have fulfilled all credit requirements stipulated in the program curriculum and passed the thesis proposal defense. Doctoral students applying for scholarship extension shall have completed all required credits, passed the thesis proposal defense and mid-term assessment, and entered the stage of thesis research.
本项不合格，得0分；本项合格的，得30分。 A score of 30 points shall be awarded if this item is satisfied; otherwise, 0 points shall be given. | ||
学习/科研态度 Study/Research Attitude | 本科生类 Undergraduate students | 学生上学期修读课程存在因缺勤或缺考被取消考试资格的，每门课扣5分，最低得0分。无扣分情况的，得20分 If a student is disqualified from sitting for the exam due to his/her absence to take classes or exams in any course during the previous semester, 5 points shall be deducted for each such course, with the minimum score being 0 points. 四、评审意见
IV. Review Comments
（一）评审意见分为合格和不合格。总分60分及以上为合格，总分60分以下的为不合格。有下列情况之一者，不予通过年度评审：
(I) The review results are classified as either Qualified or Unqualified. A total score of 60 points or above is considered qualified, while a score below 60 points is considered unqualified. Any of the following circumstances shall result in the failure of the annual review:
（1）受到退学警告的；
(1) those who are under a dismissal warning;
（2）受到留校察看处分的.
(2) those who are under probation from school.
（二）评审不合格的学生，中止奖学金一年。中止奖学金者，可自费继续学业。被中止中国政府奖学金的学生中止期满前可提出书面申请，参加当年的年度评审，如评审合格，经国家留学基金管理委员会批准后，可以自下一学年起恢复享受奖学金。
(II) For students who fail the review, their scholarship shall be suspended for one year. Students whose scholarships are suspended continue their studies at their own expense. Before expiration of the suspension period, students whose Chinese Government Scholarship has been suspended may submit a written application to participate in the annual review of that year. If they pass the review and are approved by the China Scholarship Council, they may resume enjoying the scholarship from the next academic year.
（三）有下列情况之一者，取消其享受中国政府奖学金资格。从公布之日起停发其奖学金，其享受中国政府奖学金的资格不得再恢复：
(III) In any of the following circumstances, the student will be disqualified from receiving the Chinese Government Scholarship. The scholarship will be suspended from the date of announcement, and their eligibility for the Chinese Government Scholarship cannot be restored:
（1）受到退学和开除学籍处分的；
(1) those who have been given the penalties of dismissal or expulsion from university;
（2）在校学习期间累计两次年度评审不合格的；
(2) those who fail the annual review twice cumulatively during their studies at the university;
（3）无正当理由不参加年度评审的。
(3) those who fail to participate in the annual review without valid reasons.
五、博士生申请延长奖学金资助期限
V. Application by doctoral students for extension of scholarship duration
申请延期的博士生应满足以下条件：
Doctoral students applying for extension shall meet the following requirements:
（一）学习态度认真、表现良好;
(I) those who have a serious attitude towards study and good performance;
（二） 未被派遣国列入2026/2027年度奖学金计划;
(II) those who are not included in the scholarship program for the 2026/2027 academic year by the sending country;
（三） 通过奖学金年度评审，完成学校规定的开题报告并通过中期考核;
(III) those who have successfully passed the annual review, completed and passed the thesis proposal as required by the university, and passed the mid-term assessment;
（四） 按原奖学金计划于2026年7月毕业的或由于休复学奖学金延期到2027年1月但无法按计划在2027年1月毕业的、拟申请延期的博士生在读期间仅可申请延期一次，可申请延长半年或一年。对已办理过延期的，不再接受申请。
(IV) For doctoral students who as per schedule will graduate in July 2026 , or those whose scholarship has been extended to January 2027 due to suspension and resumption of studies but are not able to graduate in January 2027 hence intend to apply for an extension, may only apply for extension once during their study period. They may apply for an extension of either half a year or one year. No further applications will be accepted from those who have already been enjoyed extension .
符合以上条件的博士研究生通过CSC号登录信息系统studyinchina.csc.edu.cn，进入 “博士生延期申请”界面，点击“新增”按钮，填写完成后“保存并提交”。另外须打印并填写《中国政府奖学金生延长奖学金期限申请表》（附件3），4月23日前提交国际交流处（留学生办公室）。奖学金期限最多延长一年。
Doctoral students who meet the above requirements shall log in to the information system at studyinchina.csc.edu.cn using their CSC number, enter the Doctoral Student Extension Application interface, click the Add button, fill in the required information, and then click Save and Submit. In addition, they must print and fill out the Application Form for Extension of Scholarship Period for Chinese Government Scholarship Students (Appendix 3) and submit it to the International Affairs Office (International Students' Office) before April 23rd. The scholarship period may be extended for a maximum of one year.
专业学院完成附件2的“导师评审意见和打分表”，待校奖学金评审小组审定后，学校上报国家留学基金委。8月上旬国家留学基金委下达评审结果，国际交流处（留学生办公室）网站上发布，见iso.usst.edu.cn通知公告栏。
Each professional college shall complete the Supervisor Review Comments and Scoring Form (Appendix 2). After the form is reviewed and approved by the university's Scholarship Review Panel, the university shall submit it to the China Scholarship Council (CSC). In early August, the China Scholarship Council will issue the evaluation results, which will be published on the official website of the International Affairs Office (International Students' Office). Please refer to the notice board on the official website of iso.usst.edu.cn for details.
